Workshop in Central Highland for contribution to the revised draft law on Forest protection and development

  • This workshop is the following one after the other two workshops: the first was for Northern provinces organized in Lao Cai province on 7thApril 2017 by the Vietnam Administration of Forestry, Lao Cai provincial department of Agriculture and rural development and CIRUM, and the second was a national workshop organized by the Nationalities Council of the National Assembly, CIRUM, CENDI and CODE in Hanoi on 26thApril 2017. The Vietnam Administration of Forestry, Kon Tum provincial department of Agriculture and rural development and CIRUM organized this workshop in Central Highland for contribution to the revised draft law on forest protection and development in Kon Tum city on 5th May 2017. There were 70 participants representing for the Nationalities Council, the Vietnam Administration of Forestry, departments of Agriculture and Rural development and Forest Protection departments of the provinces of Kon Tum, Gia Lai, Đắk Lăk, Đăk Nông, Department of Natural resources and environment of Kon Tum province, national park, natural reserve in Kon Tum province, local experts, scientists from the University of Central Highland, communities and CIRUM.

    In order to get specific ideas contributed from each group of people, there were three groups divided at the workshop: (i) Representatives of state managing agencies at provincial and district levels; (ii) Representatives from state forest enterprises, national park, forestry cooperatives (iii) Representatives from communities and communal officers.

    The three divided groups discussed focusing on the following themes: (i) Forest allocation, lease, acquisition, change of use purpose, especially relation to natural forests; (ii) Rights and obligations of forest owners, especially those of village communities living near forests and base on forests; (iii) Transparency, disclosure and people’s participation in supervision on the implementation of forestry law; (iv) Sustainable forest management, stabilizing existing forest areas and improving forests and forest functions for environmental protection; (v) State management of forest protection; and (vi) Forests in the border areas, restriction of accessing forests.
     
    After a hard working day, the secretariats of the workshop received 70 contributed ideas for revision of 49 among 97 articles of the draft law. The organizers highly appreciated the participants’ contributions, and planned to review and send the results of the workshop to the writing team of the draft law in the coming time.
